Madeira Council adopts city-owned property access policy, approves sidewalk and park agreements

Madeira, Ohio — The Madeira City Council on March 9 adopted a City-Owned Property/Building Access Policy designed to create clear, viewpoint-neutral criteria for requests to access city-owned buildings that are not generally public spaces. The vote on Resolution 27-26 followed an executive session and passed by roll-call vote 7-0.
The policy, recommended by administration, requires access requests to be submitted in writing and establishes a 30-day window for administrative review. It calls for tenant notification when buildings are occupied and says repeat requests for inspections of non-public buildings will be handled under the policy to provide clarity and caution, officials said. City Manager Michael Norton-Smith summarized the policy as a tool to ensure consistent, constitutionally compliant decisions about access to city property.
Council also approved the meeting agenda, which included a consent package of items approved together by a 7-0 vote. Consent items included Resolution 22-26 authorizing the City Manager to execute a final agreement with the Ohio Department of Transportation for the Shewango Way Safe Routes to Schools sidewalk project; Resolution 24-26 authorizing a contract with Mills Fence Co. for additional fencing at McDonald Commons; Resolution 25-26 declaring surplus/inoperable property and authorizing disposal by sale, donation, or disposal; and Resolution 26-26 authorizing the City Manager to execute an agreement with Envision Group LLC for development of a Sellman Park plan.
Separately, Council approved Resolution 23-26, moved from consent to the regular agenda. Administration said a February cold snap froze a toilet line at the rental property at 7010 Miami Avenue, leaving the unit without toilet facilities for a time; the resolution authorizes a one-time modified lease payment of 50% of monthly rent to Molly Polling (d/b/a Co-Op) for March 2026. The motion to approve that resolution also carried 7-0.
The meeting included a brief ceremonial item: Mayor Tom Henning swore in Officer Ryan Ramos to the Madeira Police Department.
All formal motions recorded in the minutes were approved unanimously. The council will next meet on March 23 as scheduled.
