Staff noted $150,000 of the available funding is a one‑time pro‑housing incentive allocation to be spent over three years and not a continuing source. A point of policy consideration was the core dedicated outreach team: staff presented two service models — a full‑time team at about $300,000 or a half‑time team at about $150,000. The Housing & Community Development Committee recommended returning to a half‑time dedicated outreach model; staff said the halftime model preserves access to outreach services while maintaining funding capacity for other needs.
During council discussion, staff clarified program cycles (a new competitive RFP next year), fund balances, and that PIP (pro‑housing incentive) funds include $150,000 for homeless services and $800,000 designated for creation/preservation of affordable housing. Trinity Center Board Chair Molly Pfauklop and a senior legal services representative spoke in support of continued funding for social services serving those experiencing homelessness and seniors.
Councilmember Darling moved to adopt the resolution approving the FY2026–27 annual action plan and the FY2027 funding plan and to authorize the city manager to execute community grant program contract amendments for five agreements exceeding $125,000; the motion included directing staff to explore alternative outreach service delivery models for reduced county funding. The motion passed on a recorded vote.
