Assistant City Manager Charles Ching described the ordinance and management plan proposed by Walnut Creek Downtown, noting that multiple entertainment zones may be established and that the ordinance sets the outer limit of allowable hours while the management plan can specify a narrower operating window. Councilmembers raised questions about inconsistent phrasing in the ordinance and management plan (for example, differing hour ranges and use of terms such as “weekends” versus explicit days), restroom and sanitation requirements for large events, and whether participating businesses hold required ABC and city business licenses. Staff proposed revisions: explicitly list days (Friday, Saturday; Sunday–Thursday), add language requiring the project sponsor to provide restroom facilities required by the city’s special event permit, and require the sponsor to verify that participating establishments hold required permits and licenses.
Councilmember Silva moved approval of the ordinance and updated management plan incorporating the clarifications; the motion passed on the council vote. Cathy Hemingway of Walnut Creek Downtown said information will be posted to a web page during the 30‑day waiting period to provide event facts and logistics to the public.
Council and staff emphasized that the ordinance establishes the maximum permitted hours and that the management plan will define shorter, event‑specific rules and sanitation measures.
