The Policy Committee reviewed a broad set of draft revisions on April 23 and voted to forward the items to the full board for deliberation.
Committee Chair Kevin Powers said the group agreed to hear all policies together for efficiency and then discussed individual policy changes. On Policy 1.404 (Appeals to and Appearances Before the Board), committee members added clarifying language specifying that public comments should be limited to agenda items and matters "germane to the school board’s jurisdiction"; the committee voted to forward that language to the full board. During discussion the superintendent noted the timing of public comment (some districts place it at the end of meetings so board business is completed first) but said the scheduling choice is procedural rather than a policy requirement.
On Policy 6.319 (Alternative Education), the committee approved forwarding a revision that expands eligibility from grades 7–12 to grades 6–12 and clarifies attendance expectations for assigned students, including that unexcused absences must be made up via the alternative program; the revision also states that transportation for nontraditional programs is generally the responsibility of the parent or guardian unless required by a student’s IEP or law.
The committee reviewed TSBA (Tennessee School Boards Association) sample changes across multiple policies—revenue handling (Policy 2.400), student wellness (6.411), vacations and holidays (5.310), and a range of instructional and personnel policy edits—and forwarded them to the full board. On revenue policy the committee specifically discussed whether electronic transaction processing fees should be absorbed by the district or passed to payers and chose to forward the policy without a committee recommendation on that point so the full board can decide.
Several language edits reflect TSBA suggestions to change wording such as "will" to "shall" and to clarify day classifications (220/240/255 day employees) and procedural timing; the committee included both second‑reading and first‑reading items in the packet forwarded to the board.
