City staff and representatives of Anderson Development briefed the Salem City Council during a work session on April 15 about a proposed Salem Central Planned Improvement District (PID) to fund sewer infrastructure along Loafer Mountain Parkway.
City Manager Matt Marziale said the project would support roughly 500 residential units and that PID participation was estimated at about $14,000 per unit. Staff provided a broad cost estimate for sewer infrastructure of about $4–6 million depending on scope and noted potential inclusion of power infrastructure turnouts. The presentation emphasized the PID’s role in enabling utility expansion and supporting local economic development.
Council members discussed repayment structure and PID policy. Mayor Cristy Simons asked staff to review the city’s existing PID policy and City Attorney Walter Bird offered guidance on possible policy updates. Council expressed support for staff to proceed with drafting agreements for sewer and power infrastructure but did not take formal action in the work session.
Staff said a corresponding resolution and further details will come forward as the proposal advances through Planning & Zoning and future council agendas.
