Salem council approves notice to Utah County for proposed 0.1% RAP tax measure

The Salem City Council on April 15 approved a resolution to give official written notice to the Utah County Commission of the city's intent to place a 0.1% sales-and-use 'RAP' tax before the city's voters in November.
Garrett Gross of Gilmore Bell explained that state statute prescribes the required notice language and that the county must be given an opportunity to respond if it intends to pursue a similar tax. The notice also lists citizens selected to serve on a RAP tax advisory team that will help advise how revenues would finance recreational and cultural facilities.
Councilmember Tim De Graw moved to approve the resolution; Councilperson Paul Taylor seconded the motion, and it passed unanimously among the members present. The action is a required procedural step before the city may place the question before voters; it does not itself enact the tax.
If the measure advances, the advisory team named in the notice would help recommend projects eligible for RAP revenues; staff said additional public hearings and formal ballot-language work will follow the county‐notice period.
