Staff estimated construction costs of roughly $60 million and said an economic impact study indicates operating revenues could substantially offset annual operating costs.
Council members discussed project phasing and how a ballot measure could allow citizens to decide whether to fund construction as well as how to balance parks investments with other capital needs. Staff provided the sports complex study to council on request and will include the project in potential bond scenarios if council chooses to pursue voter approval.
