Fulton County commissioners approve tax anticipation notes, grants and proclamations; designate senior-serving groups as legacy organizations

The Fulton County Board of Commissioners took several fiscal and administrative actions during the May 6 meeting.
Finance and procurement: the board accepted the lowest bid for the county’s 2026 tax anticipation notes (aggregate principal $325,000,000) and heard a CFO presentation on bids and interest costs. County staff reported five bidders and that JPMorgan Securities submitted the lowest true interest cost in the sale of notes.
MOU and grants: the board approved a $70,000 memorandum of understanding with United Way of Greater Atlanta to support a small set of chronically homeless individuals released from Fulton County Jail.
Procurement and contracts: multiple procurement items -- including a change order for construction services and the selection of vendors for roof maintenance, cleaning services and other operations -- passed with unanimous or near-unanimous votes. A notable item approved was an operation-and-maintenance contract for North Fulton wastewater facilities not to exceed $28,084,782 (passed 4 yeas, 1 abstention).
Youth and community funding: commissioners debated and ultimately directed the county manager to identify $250,000 to continue a summer youth internship program. They also adopted a resolution to designate Sadie G. Mays Health and Rehabilitation Center and Quality Living Services Inc. as legacy organizations, with commissioners saying midyear budget review could consider funding increases.
Proclamations and community recognition: the board issued proclamations for Mental Health Awareness Month, Older Americans Month and for the Southern Center for Human Rights’ 50th anniversary, and honored the Fulton County Police Department Bridal Services division for its animal-cruelty work.
Executive session items: the board authorized an amended contract with Allied Universal to provide supplemental staffing (not to exceed $1,913,431.49) to support jail consent-decree compliance at Grady Hospital and approved settlement and representation requests considered in executive session.
What the board asked staff to do next: commissioners requested follow-up reports on jail-population-reduction initiatives (including ankle-monitor expansion and diversion hub planning), procurement documentation when legally available, and operational plans for the World Cup period.
