"Given the way that it worked out that night, I think the people who've spoken today are absolutely right. We need to find a different solution," Miss Morris, a city staff member, told council, recommending broader community engagement before finalizing the bylaws.
Council member Pfeiffer moved to postpone approval of R26-009 indefinitely so staff can conduct further outreach and incorporate educational materials on how meetings and public hearings operate. The motion passed 6–0 with Council member Griffith excused.
