Brian Wilkerson, who presented the item, said the disaster resource center model was informed by the Marshall Fire recovery experience and is intended to centralize federal, state, local and nonprofit recovery services under one roof during a crisis. "Those who survived the Marshall Fire really pointed to that as a critical element," Wilkerson said.
Under the agreement the city will lead coordination and staffing during an activation while Apex Park will provide facility access and logistical support. Financial terms call for the city to reimburse Apex Park 50% of operating costs during any activation; the city said it will seek FEMA reimbursement for those operating costs where eligible.
Council member Davis moved approval; the resolution passed 6–0 with Council member Griffith excused.
