Weld County commissioners approve DHS contract template, workforce funding transfers and several public‑works agreements

Jamie Ulrich of the Department of Human Services asked the board to approve a standardized professional services agreement template for contracting child‑welfare core and non‑core services. "Our request this morning is approval of the professional services template," Ulrich said; the board approved the resolution and authorized the chair to sign.
Ulrich also requested approval to submit a work plan notice of funding allocation that transfers $100,000 from the dislocated‑worker funding stream to the adult funding stream under the Workforce Innovation and Opportunity Act to maximize available resources. "We are wanting to update our work plan to reflect a transfer of a $100,000 from the dislocated worker funding stream to the adult funding stream," Ulrich said. The board approved contract ID 10605.
Ulrich requested approval of contract ID 10606 to provide training in coaching methodologies to local staff so they can deliver coaching services to underserved populations; the submission of the notice of funding allocation was approved.
Public Works presented two roadway items. Michael Bedell described contract ID 10610, a crossing‑service installation agreement with BNSF that will permit county crews to work in the railroad right‑of‑way, require certificates of insurance and payment for a certified railroad flagger, and tentatively schedule work for June–July. "When we do our work within the right of way... we have to provide for a certified railroad flagger," Bedell said. The board approved the agreement.
Cameron Parrott described contract ID 10617, an owner‑initiated change order to add a mill and overlay of Weld County Road 34 for approximately 1.3 miles to minimize impacts during roundabout construction. Parrott said asphalt materials would be provided through the county's materials contract with Martin Marietta and gave an installation‑only estimate of $487,441.01; the contractor did not request additional contract time and completion would remain October 31, 2026. Commissioners approved the change order.
