The Powhatan County Planning Commission spent its Jan. 14 workshop debating a package of housing policy ideas from the Citizens Working Group that could change how the county approaches private roads, master-plan zoning, accessory dwelling units and conservation subdivisions.
Planning Director Ligon Webb outlined the CWG recommendations and tied them to the County Strategic Plan, saying the concepts are intended to guide Comprehensive Plan updates and expand tools for growth-area development. Webb described a proposal to limit private-road subdivisions that now can include up to 10 lots (with Board of Supervisors approval) to potentially four lots "by right," while allowing exceptions such as family subdivisions. He said the Commission appeared generally supportive of exploring the idea but sought feedback on tradeoffs.
