Commission puts musical sidewalk plan on hold, urges council to reserve retaining wall for public art

Nevada City staff told the Public Arts Commission May 26 that a music‑themed sidewalk art concept needs more lead time to be implemented with a paid artist rather than as a purely representational feature.

City Manager Carrie Wright said construction procurement had proceeded and included provisions for basic inlaid brass notes, but the accompanying artist‑designed work was not coordinated into the bid package. “We’re recommending that we really take a look at pausing on this or not doing this project and really recommending that as we incorporate or as we go through other projects… we actually start the process quite a bit earlier and have artwork designed by an artist that then is incorporated in the overall bid package,” Wright said.

Commissioners and staff flagged practical hurdles: custom molds for stamped or engraved concrete, timing with a contractor preparing the sidewalk between Valley Street and Sacramento (near the highway overpass), and limited available funding. Several commissioners advocated for a call to local artists and for concentrating visible installations in entertainment and downtown districts where they would reinforce the city’s identity.

Public commenter Mary Morrison suggested using the new retaining wall at the Miners Foundry as a “wall of fame” for local musicians with sponsored plaques and lyric excerpts. After discussion, the commission moved unanimously to recommend that the City Council keep a space available in the sidewalk project (likely a retaining wall on Sacramento Street) for future public art and to ask staff to build that option into the project scope.

Staff said if the commission prefers, simpler basic notes could be included administratively and brought to council for funding authorization; otherwise, staff will pursue integrating art into future bid packages where an artist can be paid as part of the contract.
