Planning Commission approves master plan, recommends rezoning, denies turn‑lane waiver and defers two CUPs

The Goochland County Planning Commission took several formal actions at its Jan. 15 meeting.
The commission unanimously approved a conceptual master plan (CMP2025‑2) for a last‑mile distribution center in West Creek Business Park. Staff described the plan as a by‑right M‑1 use with a proposed 114,000‑square‑foot warehouse, a 5,000‑square‑foot service building for fleet vehicles, underground stormwater facilities, employee parking, and three full‑access points from West Creek Parkway. The conceptual approval is an action item from the commission and does not require a public hearing; the motion to approve passed 5–0.
On a related matter the Planning Commission recommended approval of a rezoning request (RZ2025‑6) by BJ’s Hauling LLC to rezone 2.16 acres from Agricultural Limited (A2) to Industrial General (M2) with proffered conditions to allow an office and outside truck storage for a hauling business. Staff noted proffered conditions for screening, restricted outside uses, construction hours, and a site entrance relocation to improve sight distance; the recommendation carried 5–0 and moves forward to the Board of Supervisors on 03/03/2026.
The commission also considered a proffer amendment to a prior rezoning (Project Rose Retreat) that would have waived county turn‑lane requirements on Poorhouse Road. After questioning over traffic volume, sight distance, and difficulty securing neighbor‑conveyed right‑of‑way needed for full turn‑lane transitions, commissioners recommended denial of the amendment on a 5–0 vote.
On the conditional use docket, the commission deferred two items for further study. Commissioners voted 4–0 (one recusal) to defer consideration of a conditional use permit for a detached accessory family housing unit at 2202 Mannequin Road so the applicant can explore alternate siting and address access and septic/well questions. The commission also deferred action on the Virginia Sports Park conditional use permit (the proposed sporting‑clays and archery facility) to the March 19 Planning Commission meeting after an extended hearing and substantial public comment; that deferral passed 4–1.
Next steps: the Planning Commission’s recommendations and deferrals will be reflected in staff reports to the Board of Supervisors, and the deferred CUP applications will return to the commission on March 19 with requested additional material, including clarified site boundaries and technical studies for the VSP CUP.
