Steuben County Council approves grant renewals, salary ordinance amendment and appropriations

The Steuben County Council on March 10 approved a slate of grant renewals and appropriations, adopted a salary ordinance amendment for an interim airport manager and accepted a nonbinding statement of interest in several parcels being considered for housing development.
Council President Dan Caruso opened the meeting at the Steuben Community Center in Angola. The board unanimously approved a number of grant renewals and funding requests, including a $64,575 Community Corrections and Justice Reinvestment grant (Fund No. 9131), a $170,725.59 Pretrial Services grant (Fund No. 9143), a VOCA renewal for $85,721.04 (Fund No. 8102) for the Prosecutor’s Office, and an inter‑fund transfer of $38,798.18 to support drain maintenance. County officials also approved multiple smaller probation appropriations for programs such as the Alcohol and Drug Court ($3,470), Adult Probation User Fees ($600) and a Justice Partners Addiction Response allocation ($1,500).
The council voted 6–0 to adopt Salary Ordinance Amendment No. 1066 after Auditor Kelli Johnson presented the ordinance formalizing pay of $27–$28 per hour for a Part‑Time Interim Airport Manager and applying the pay range retroactively to Feb. 19, 2026. A fully executed copy of the ordinance was filed with the Auditor’s Office.
Council members approved an additional appropriation of $3,925.36 from Opioid Unrestricted Funds for AEDs and emergency kits and passed Additional Appropriation Resolution No. 03‑2026‑01. The board also approved Resolution No. 04‑2026‑01 regarding funding for the County Parks Dock Expansion Project and scheduled that resolution for final adoption at the April 14 meeting.
Several items were tabled or scheduled for further review: the Council tabled a review of the February monthly financial comparison reports pending additional Major Moves Fund detail and scheduled Ordinance No. 1067 (personnel policy on employment of family members) for additional readings April 14 after a 4–2 vote to introduce it.
