Richlands housing project oversight and flood relief questioned during IDA meeting; County says $900,000 distributed

During the March 11 IDA meeting, members discussed the Richlands Housing Project after the Richlands Town Council asked the County to manage the effort.
Boardmember Rick Chitwood reported that at the council meeting a member raised two concerns: that Quantum Power was allegedly under criminal investigation and that there were questions about the management of flood relief funds. The IDA meeting transcript records the allegation but does not include supporting documentation.
County Administrator Eric Young said the County has distributed more than $900,000 in individual relief to residents through a state program administered by the Virginia Department of Housing and Community Development; he described the County's role as taking applications, validating residency and damage level and forwarding validated applications to DHCD for award determinations. Young also said the County has not yet received official grant award documentation for this specific program.
The board did not take a formal action on the Richlands Housing Project during the March 11 session beyond discussion of the County's role; staff will continue coordination with the Town of Richlands and DHCD as documentation becomes available.
