Charlevoix County Planning Commission forwards staff report on proposed Planned Residential District off U.S. 31

The Charlevoix County Planning Commission on April 9 voted to forward the Planning Department’s report to Charlevoix Township on a request by RDI Properties to rezone five parcels along U.S. 31 between Stover Road and Barnard Road from Commercial to Planned Residential District (PRD).
Planning Director Kiersten Stark described the application and told commissioners the request would allow higher-density residential uses and that municipal water and sewer service are available to the parcels. Stark noted the proposed rezoning is not consistent with the township’s future land use map but said, given surrounding uses and utilities, rezoning “does not appear there would be any land use conflicts.”
The five parcels are identified in the request as tax IDs 15-004-034-024-10; 15-004-034-025-10; 15-004-034-027-35; 15-004-034-026-10; and 15-004-034-045-00. The site is accessible from U.S. 31 and has direct access to the Lake-to-Lake Trail, which the Planning Department report said could support a range of residential options and help meet a local need for attainable and workforce housing.
Commission members discussed whether a traditional mobile home park would be permitted under PRD. Commissioner Marshal Bakker noted a mobile home park is not an allowed use in PRD and questioned why the applicant did not pursue rezoning to a Mobile Home Park District if that is their goal. Sherm Chamberlain said the applicant has considered a variety of approaches, including a site-condominium arrangement that could function similarly to a mobile home park under state regulations.
Members also raised traffic concerns tied to higher-density residential development along U.S. 31 and noted that any driveway access onto the highway would be subject to Michigan Department of Transportation review and permitting.
By motion of Marshal Bakker, seconded by Matt Cunningham, the commission voted to send the staff report to Charlevoix Township for consideration and to acknowledge that two township public hearings on the matter drew no members of the public to speak; voice vote was all in favor and the motion carried.
