Committee approves reallocation of nearly $50,000 in CDBG housing grant funds; housing study update set for May

The Allegany County Planning & Economic Development Committee approved a request to reappropriate $49,970.93 remaining from a $50,000 2025 Community Development Block Grant (CDBG) for a Housing Market Assessment & Development Strategy (Grant #20CP120-27) and referred the matter to Ways and Means.
Planning Director Kier Dirlam told the committee that only $29.07 of the $50,000 grant was expended in 2025 and that the remaining funds need to be reallocated in 2026 to meet grant deadlines. "We have well over 100 responses from the public survey," Dirlam said, describing mixed attendance at stakeholder sessions in late March and disappointing turnout at the public sessions. He said the housing consultant intends to present final findings at the end of May.
Dirlam outlined next steps for the broader sewer‑study and housing initiatives, including issuing an RFP and securing consultant approval, and noted the last phase will likely require a roughly one‑year grant extension. Committee Chair Gretchen Hanchett asked whether community notices would be sent; Dirlam said notices will go to all towns and villages.
The committee approved the reappropriation request on a motion by Legislator Dwight “Mike” Healy, seconded by Legislator S. Havey, and referred it to the Ways and Means Committee for formal resolution. The committee also scheduled an open meetings law training with the County Attorney for May 25 at 5:00 p.m. at the Crossroads Center, Dirlam said.
If Ways and Means approves the budget modification and the county completes required steps such as issuing an RFP, the housing study presentation is expected to move forward at the end of May.
