Staff asked the board to approve an updated delegation of authority that adds a secondary administrative coordinator, Tabitha Van Lewin, to ensure continuity when the senior administrative coordinator is absent. The board approved the delegation update.
Director Dawn Sugars presented year‑end training and compliance statistics: the county offered multiple safe‑service and violation‑prevention sessions in 2025 (nearly 500 VPC attendees to date), and conducted 220 compliance checks with 183 passes and 37 failures (a 16.8% failure rate). Staff noted a higher failure rate in Thurmont and that convenience stores tend to fail more often than restaurants. The board also announced the hiring of a new inspector, Austin Marler, who starts training Jan. 26.
Commissioners urged consistent training for new staff and recommended VPC attendance before new outlets open for beverage sales.
