Palmdale’s City Council adopted the city’s FY 2026–27 annual action plan for Community Development Block Grant (CDBG) and HOME funds after staff presentation and public testimony.
Staff reported the city’s CDBG allocation at $1,441,242 and HOME entitlement funds at $488,175.43, with a HOME carryover of $2,589,705.70 for a total programmable balance of $4,519,123.20. The plan recommended capital and service programming that includes $976,994 for capital, capped public‑service funding (15%) and administrative allocations, plus HOME project allocations such as a Finn & Feather townhomes proposal ($679,500) and the Link Housing Transit Village (a 73‑unit 100% affordable project) at $1,799,500. Staff also proposed $250,000 for tenant‑based rental assistance (TBRA).
During the hearing residents and nonprofit representatives voiced support for local service delivery and a local office for the American Dream Housing Counseling Agency; the agency’s founder said he will open a Palmdale office.
A council member moved and the council approved an amendment designating $226,837.35 of the HOME future affordable housing allocation specifically toward establishing shelter beds or housing units for domestic violence survivors. Staff noted federal program rules affecting use of CDBG and HOME and said further planning and possibly additional funding will be required to open and operate a shelter.
What happens next: Staff will incorporate the amendment into the annual action plan, submit the plan to HUD by the revised deadline, and begin work to identify a site and project plan for domestic violence housing using allocated HOME funds and other sources.
