Henderson County Fiscal Court on April 28 adopted Ordinance 26-04 on first reading to amend the county zoning code to permit certain qualified manufactured homes in zones that allow single-family dwellings, set architectural compatibility standards, and establish a maximum age for placements.
Judge/Executive Brad Schneider explained the amendments respond to state legislation (House Bill 160, 2025) and K.R.S. 100.348, which require counties to allow placements of qualified manufactured homes by July 1, 2026. County Attorney Steve Gold recommended the court vote on the ordinance now because of the statutory compliance deadline while sending minor definitional clarifications to the Planning Commission for public hearings.
Magistrate Tompkins moved to adopt the ordinance on first reading and Magistrate Southard seconded. The roll-call vote was unanimous in favor; Schneider ordered publication in summary form and scheduled a second reading for the May 12, 2026 regular meeting.
The minutes record that the court did not make substantive changes to the ordinance on first reading; any details on definitions or compatibility standards are to be addressed through the Planning Commission process before final adoption.
