Clark County commissioners approve contracts, transfers and appropriations in unanimous votes

The Clark County Board of Commissioners unanimously approved a series of administrative and financial resolutions at its Nov. 5 regular meeting.
Among the items the board approved were Resolution 2025-0826, an amendment to a Job and Family Services contract with IMS Technology & Security that added $5,500 for security installations and monitoring at the department’s training building (increasing the contract from $14,400 to $19,900, funded from Shared Administrative Dollars), and Resolution 2025-0827, an intergovernmental agreement authorizing $132,000 to secure at least one full-time Registered Sanitarian (with support staff) from the Clark County Combined Health District to serve the Clark County Solid Waste District for calendar-year 2026.
The board also authorized two Veterans Service Commission advertising contracts: a $19,160 radio contract with CMG Legacy Holdings LLC and a $12,980 television contract with Miami Valley Broadcasting Corporation (both effective Nov. 1, 2025–Feb. 28, 2026), and approved disposal of obsolete Emergency Management Agency equipment under Ohio Rev. Code §307.12(I).
Financial housekeeping items included intra-fund and inter-fund transfers to reallocate operating and personnel dollars across departments (examples include a $120,000 intra-fund move for transportation contract costs and a $571,000 transfer to the General Bond Retirement fund), supplemental appropriations (including $100,000 to the Jail Commissary Trust and $50,000 to Treasurer DETAC), and approval of 'then and now' warrants for late invoices (examples: Advanced Mechanical Services $440; IMS Technology & Security $6,300; Gracie University $1,500). The board also approved a list of staff and official travel allowances for conferences and training.
All motions recorded in the meeting passed on roll-call votes with Commissioners Wilt, Patterson and Rittenhouse voting Yes. The board adjourned with no further business recorded.
The meeting minutes note the commission will continue routine budgeting work in the coming weeks and that county staff will execute the approved contracts and transfers.
