(Vote: Wilt, Yes; Patterson, Yes; Rittenhouse, Yes.)
Capital and contracts • Resolution 2025-0839 — Change Order #1 with A&B Asphalt Corporation for the 2025 Roadway Resurfacing Project: change of $253,684.06; new contract total $3,502,871.69; funding sources MV> (County), townships, villages and city. (Vote: unanimous.) • Resolution 2025-0840 — Contract with Bethel Township for two deputy sheriffs for 2026, $307,387.10 (revenue-funded). (Vote: unanimous.) • Resolution 2025-0841 — Contract with Moorefield Township for two deputy sheriffs for 2026, $305,726.18 (revenue-funded). (Vote: unanimous.) • Resolution 2025-0842 — Contract with Village of South Vienna for one deputy sheriff for 2026, $168,990.09 (revenue-funded). (Vote: unanimous.)
Grants and program support • Resolution 2025-0843 — Accepted grant agreements from the Ohio Attorney General (Crime Victims Section): VOCA $16,169 and SVAA $2,411 to support the Clark County CASA volunteer coordinator position for Oct. 1, 2025–Sept. 30, 2026. (Vote: unanimous.) • Resolution 2025-0844 — Accepted a $10,000 grant from The Springfield Foundation for PATH program support (Jan. 1–Dec. 31, 2026). (Vote: unanimous.) • Resolution 2025-0845 — Authorized submission of a Recycle Ohio Grant to the Ohio EPA for $31,431.20 (75% grant / 25% department match) to purchase roll-off containers for convenience centers and illegal-dumping response (April 1, 2026–March 31, 2027). Property and finance • Resolution 2025-0846 — Authorized transfer of several parcels at 1101 East High Street to The Mental Health & Recovery Board for $1.00 to correct title; parcels specified in resolution. (Vote: unanimous.) • Resolutions 2025-0847 and 2025-0848 — Acknowledged the Sheriff’s Jail Expenditure Report (Oct. 2025) and the Treasurer’s Investment Report (Oct. 31, 2025). (Vote: unanimous.) • Resolutions 2025-0849–2025-0851 — Approved Amended Certificate #10, multiple intra-fund transfers to cover provider invoices and program needs (including Supported Living and juvenile court reclassifications), and inter-fund transfers for bond principal/interest payments and BODD allocations; motions carried unanimously. • Resolution 2025-0852 — Approved issuance of warrants for two late invoices (Clark State $2,400; Diamond Drugs $18,633.20).
