Clark County pulls Juvenile Court therapy contract amendment over unclear funding

The Clark County Board of Commissioners voted Dec. 10 to pull a proposed amendment to a Juvenile Court contract with Healing Minds Therapy LLC after staff said the request’s funding sources were unclear. County Administrator Jennifer Hutchinson told commissioners the full amendment request totals $300,000 and that Juvenile Court’s written reply indicated “it could be all $93,400 that comes from the general fund.”
The board debated options including approving the amendment as written, capping general-fund exposure, or delaying approval until supplemental budget discussions in January. Commissioner Charles A. Patterson said he was “not comfortable approving this before January” and recommended the $93,400 be considered during the supplemental request process. Commissioner Melanie F. Wilt flagged that it was “unusual” for another department to overspend by about $83,000 and then expect the general fund to cover the difference.
After discussion, the commissioners agreed to pull Resolution 2025-0898 so Juvenile Court can pursue alternate funding sources or return with a revised request. The motion to remove the item from the agenda was offered and adopted during the meeting’s procedural votes.
