Votes at a glance: Clark County commissioners approve contracts, grants and transfers

The Board of Clark County Commissioners voted unanimously on a slate of administrative resolutions at the Dec. 17 regular session, approving contracts, grants, construction payments, and financial transfers listed on the meeting agenda.
Key approvals included contracts for public-safety and facilities services: a generator maintenance contract with Buckeye Power Sales Co., Inc. for $20,152 (Resolution 2025-0924); a contract with Graybar Electric Company Inc. for maintenance on 911 UPS and cooling units for $25,179.31 (2025-0925); dispatching and deputy contracts with local governments and authorities (New Carlisle, Mad River Township, Moorefield Township and Springfield Metropolitan Housing Authority; Resolutions 2025-0926 through 2025-0929). All motioners were Commissioner Charles A. Patterson with Commissioner Melanie F. Wilt seconding; each resolution passed on unanimous roll calls.
Finance and grant actions included a contract amendment with Meeder Investment Management converting to a discretionary agreement with a fee of 0.04% of average portfolio value (2025-0931); acceptance of a Victim of Crimes Act (VOCA) grant for $86,412 requiring a 20% local match (2025-0932); and authorization to apply for and accept an Opioid Remediation Grant of $220,000 for an Addiction Services Coordinator and medications (2025-0933).
Construction payments approved included final payment #7 to Becker Construction ($216,000) for the temporary courthouse space project and payment #20 to Elford, Inc. ($345,674.87) for the courthouse renovation project, contingent on required documentation (2025-0934 and 2025-0935). The board also approved multiple intra- and inter-fund transfers and supplemental appropriations intended to address year-end deficits and correct negative balances across several departments (Resolutions 2025-0936 through 2025-0938).
The board authorized the transfer and closure of a STAR Ohio account relating to a terminated 2016 Market Development Grant and acknowledged the county prosecutor’s Delinquent Real Estate Tax & Assessment Collection Fund report (2025-0939, 2025-0941). The board set the re-organization meeting for Jan. 7, 2026 and a special session for Jan. 2, 2026 (2025-0944, 2025-0945).
