Board approves 19 routine resolutions, adopts 2026 budget and personnel measures

The Board of Clark County Commissioners met Dec. 30 and approved a slate of routine and substantive actions, including adoption of the county's 2026 appropriations budget, multiple contract amendments for social services and juvenile programs, acceptance of a hazardous-materials training grant, and several reappointments.
At the meeting the commissioners unanimously adopted the 2026 appropriations budget in the total amount of $230,506,161.94, with General Fund appropriations of $60,636,644.00 and all other fund appropriations totaling $169,869,517.94. County Administrator Jennifer Hutchinson told the board the package matched the version shown to commissioners the previous week and that there were no changes based on the meeting presentation.
The board also approved several contract amendments and new professional services agreements requested by the Department of Job and Family Services and Juvenile Court. Notable actions included a one-year extension and increase for a Workforce Development Employer Services Program with Community Improvement Corporation (new total $604,840.48), an added $306,301.81 for Clark County Juvenile Court community placement services (new total $1,304,609.08), and an increase to TAC Industries, Inc. for transportation services (new total $2,272,398.00). Commissioners authorized a $30,000 professional services agreement with Healing Minds Therapy, LLC, for juvenile mental health and substance abuse treatment services for July 1, 2025 through June 30, 2026.
Commissioners accepted a grant from the Ohio Emergency Management Agency for hazardous materials emergency preparedness training totaling $17,880, plus a required 20% match to the LEPC. The Board reappointed members to the Clark County Convention Facilities Authority and approved several financial housekeeping items including amended certificate #12, supplemental appropriations to cover year-end needs, and transfers related to a closed STAR Ohio account.
Most motions were moved and seconded by Commissioners Wilt and Patterson and carried by roll call. The meeting concluded with a unanimous motion to adjourn.
