County staff recommends denial of Sloopy Solar project ahead of OPSB hearings

Beau Thompson, Chief Legal Counsel, told the commission March 25 that county staff recommended denial of the Sloopy Solar project in the report filed with the Ohio Power Siting Board (OPSB). He said the staff report also proposed 64 conditions for consideration if the board determines a certificate should be granted.
Thompson reviewed upcoming procedural steps: a public hearing before an administrative law judge (noted for the following evening), a multi‑day evidentiary hearing in Columbus beginning April 16, and subsequent written decisions and OPSB consideration. He said in his experience the OPSB often follows the Administrative Law Judge’s recommendation.
The public hearing and evidentiary process will allow members of the public and county representatives to present evidence and argument to the OPSB.
