The resolution preserves the Board’s final approval of the comprehensive EOP, which the Board will review at least once every four years, but allows the EMA director to make administrative, operational and technical updates without seeking separate Board approval. Section 4 of the resolution explicitly authorizes transfers of grant‑funded equipment under $25,000; transfers exceeding that amount must be presented to the Board.
Commissioners voted unanimously to adopt the resolution (Resolution 2026‑0245). The resolution also requires the EMA director to keep records of transfers and to ensure receiving subdivisions comply with grant terms.
