Commissioners approve cybersecurity, lead-abatement amendments, water and bridge actions in weekly consent agenda

At its April 15 meeting the Board of Clark County Commissioners approved a slate of contracts, contract amendments, grants and infrastructure actions.
Lead-abatement contract changes: The board authorized Contract Amendment #2 for Lamp Construction, Inc. increasing the not-to-exceed amount to $379,003; an Amendment #2 for Neighborhood Housing Partnership of Greater Springfield revising its not-to-exceed to $133,685; and an Amendment #2 for Reliable Home Improvement Services of Ohio, Inc. increasing its not-to-exceed amount to $742,312. All three amendments cite funding from the Clark County Lead Safe Ohio Grant (ODoD #LED-2023-203561) and extend work through August 31, 2026.
Information systems and cybersecurity: The board approved a $45,420 contract with MNJ Technologies Direct, Inc. for network-equipment management and a not-to-exceed contract with Secure Cyber Defense, LLC for $800,000 for the Board and $250,000 for the Sheriff’s Office for network security and monitoring (effective through April 14, 2029).
Public-safety equipment and other contracts: The board approved a $13,394.55 purchase from AT&T FirstNet for internet equipment for 15 new patrol cars and authorized a $17,800 contract for right-of-way services on the Donnelsville Water System Project.
Grants and program funding: The commissioners accepted a PY2025 Flexible CDBG grant of $102,500 from the Ohio Department of Development to support Project Woman’s housing specialist position (Project Woman estimates 200 countywide beneficiaries), authorized submission of a Hazardous Materials Emergency Preparedness grant application for up to $25,650 (with a 20% local LEPC match) and accepted a $1,500 program support grant from The Young Woman’s Mission for Reentry program activities.
Bridges and procurement: The board acknowledged bids for three bridge projects and referred them to staff for evaluation, and it approved updated legal load postings and weight reductions for multiple county bridges based on consultant load-rating summaries. Commissioners said the changes respond to current state and national standards and noted plans to replace the Selma Road bridge in coming years.
