Resident Thomas Konst asked the Board of Commissioners on March 23 whether a data center had been proposed for Carroll County.
President Christopher R. Modranski responded that Advanced Power has proposed a power plant in the county; early negotiations with Advanced Power were brief and the county determined it was not in the county’s interest to supply water for that project. Modranski said Advanced Power also contacted the Village of Malvern and a private supplier, Buckeye Water, and that the county does not own sufficient property or water infrastructure to host a data center on county-owned land.
Vice President Robert E. Wirkner said Economic Development operates as an extension of the commissioners and cannot, on its own, sign nondisclosure agreements (NDAs). Wirkner added that the commissioners may use executive session under the Ohio Revised Code to hold confidential conversations when legally appropriate. Modranski noted he participated in a Farm Bureau webinar that referenced roughly 217 data centers in Ohio and said the state legislature is considering bills that would study data center pros and cons.
The board did not take any formal action on data center siting during the meeting; the exchange was recorded as public comment and informational.
