Carroll County commissioners approve demolition award, grant actions and routine appropriations

The Carroll County Board of Commissioners met March 19, 2026, and unanimously approved a series of routine administrative actions and grant-related items, including a contract award for a demolition and site revitalization package.
The board approved a Notice of Award to J. Green Excavating LLC for Package C of the FY2024 Building Demolition and Site Revitalization grant. Commissioner Donald E. Leggett II moved the item and the vote was unanimous.
Commissioners also authorized a grant contract between the Carroll County Airport Authority Board and the Ohio Department of Transportation Office of Aviation and authorized Vice President Robert E. Wirkner to sign the agreement. The board further authorized the president to sign the Request for Release of Funds and Certification for federally funded state projects under the PY2025 Community Housing Impact & Preservation (CHIP) grant.
On budgeting matters, the board approved several appropriations tied to CHIP and related CDBG/HOME PY23 grant accounts, including a $15,000 reimbursable services and supplies line and program-specific allocations listed in the meeting record. The commissioners also voted to approve bills submitted for payment and to authorize the County Auditor to issue warrants, and they approved specific vendor payments purchased without prior certification under Ohio Revised Code 5705.41 (including a $21,035 payment to Carroll Golden Age Retreat and other vendor amounts noted in the agenda).
Commissioner Donald E. Leggett II reported a site visit to Carroll County Transit and said the Ohio Department of Transportation had been reviewing Transit policy and procedure. Leggett said Transit is expected to receive $378,000 from the State of Ohio in June and an additional $73,000 and described the funding as "good news." Vice President Robert E. Wirkner said Emergency Management Agency Director Tom Cottis is working with the state to seek reimbursement for cleanup costs from last week’s windstorm; townships, the county engineer, EMA and power companies can apply, and Job and Family Services may have SNAP assistance available for households that lost food during the storm.
President Christopher R. Modranski announced the commissioners’ office would be closed March 19 from 1:00–4:00 p.m. for a courthouse annex ribbon-cutting and open house and amended the Ashton Event Center rental date for the Carroll County Agricultural Society defensive driving training from June 26 to June 24, 2026. Modranski also offered good wishes to the Malvern Hornets varsity basketball team as they departed for the state final four.
The meeting concluded at approximately 9:08 a.m. after the board moved to adjourn. All motions described above passed on unanimous votes of the three commissioners.
