Carroll County commissioners approve Dynegy energy agreement amendment and routine payments

On March 23, 2026, the Carroll County Board of Commissioners approved several routine administrative items and an amendment to the county’s energy service agreement.
Assistant Clerk April D. Mayle certified that the electronic recording of prior meetings is complete and the board voted unanimously to approve the minutes from the March 19, 2026 meeting. The board then approved travel and membership expenses, including a $50 travel allowance for Jennifer Burns, JFS Director, to attend a Head Start Advisory meeting in New Philadelphia on March 25, 2026. The board also approved payment of submitted bills and authorized the County Auditor to issue warrants.
Under Revised Code 5705.41, the board approved payment for certain materials or services purchased without prior purchase order, including $1,263.00 to North Central Laboratories; all motions were recorded as passing unanimously (YEA: President Christopher R. Modranski; Vice President Robert E. Wirkner; Commissioner Donald E. Leggett II). Robert E. Wirkner is recorded as moving the minutes approval and bill authorizations, with Donald E. Leggett II recorded as a seconder on the minutes approval motion.
Separately, the board approved an amendment to the energy service agreement with Dynegy Energy Services East, LLC to add the Agricultural Society and the former ODOT building (now county-owned) to the CCAO energy consortium. Commissioners voted unanimously to approve the amendment.
The meeting concluded with routine announcements and an adjournment motion that carried unanimously.
