The Board of Clark County Commissioners voted unanimously on a series of resolutions at its Jan. 28 regular meeting.
Key approvals and formal actions included:
- Resolution 2026-0076: Authorized a memorandum of agreement with Auditor of State Keith Faber and Clark, Schaefer, Hackett & Co. for annual audit services in the amount of $600,000 (effective Jan. 1, 2025 through Dec. 31, 2029). Commissioner Charles A. Patterson moved to authorize the MOA; Commissioner Richard L. Lohnes seconded; the vote was Patterson, Yes; Lohnes, Yes; Rittenhouse, Yes.
- Resolution 2026-0078: Authorized a one-year contract with CivicPlus, LLC for website hosting and social media archiving in the amount of $23,267.26 (Jan. 1–Dec. 31, 2026). The contract may require an amendment to address ADA compliance with a compliance deadline of April 24, 2026. Motion moved by Patterson and seconded by Lohnes; unanimous yes vote.
- Resolution 2026-0079: Authorized Contract Amendment #1 with Local Gov Consultants, LLC for Phase 2 of public safety building project coordination (amendment amount $120,000; new contract amount $153,800; amendment effective Jan. 1, 2026–Dec. 31, 2027). Motion moved by Patterson, seconded by Lohnes; unanimous yes vote.
- Resolution 2026-0080: Authorized a memorandum of understanding between Clark County EMA and Nehemiah Foundation for emergent and non-emergency equipment use (effective Dec. 1, 2025–Dec. 30, 2028). Motion moved by Patterson, seconded by Lohnes; unanimous yes vote.
- Resolution 2026-0081: Authorized a contract with Northwoods Consulting Partners, Inc. for Gold Level software maintenance in the amount of $69,052 (Mar. 1, 2026–Feb. 28, 2027). Motion moved by Patterson, seconded by Lohnes; unanimous yes vote.
- Resolution 2026-0082: Canceled a contract with Resiliency Network, Inc. for youth peer-support services (cancellation effective Jan. 21, 2026) to allow a new, consolidated program to serve youth in partnership with the Mental Health and Recovery Board of Clark, Greene & Madison Counties. Motion moved by Patterson, seconded by Lohnes; unanimous yes vote.
- Resolutions 2026-0083 and 2026-0084: Approved corrected and additional quarterly payments to Project Woman for marriage license services (2nd quarter 2025 payment corrected to $6,300; 3rd quarter $6,440; 4th quarter $6,326). Motions moved by Patterson, seconded by Lohnes; unanimous yes votes.
- Resolution 2026-0085: Approved payment #2 to Majors Enterprises, Inc. for the KTK Industrial Park Sewer Connection Project (2025) in the amount of $327,156.04 (project 90% complete; retainage and retainage to date noted). Motion moved by Patterson, seconded by Lohnes; unanimous yes vote.
- Resolution 2026-0086: Authorized transfer of two 2019 Dodge Grand Caravans from Clark County Job & Family Services to the Clark County Sheriff’s Office (vehicles detailed in the record). Motion moved by Patterson, seconded by Lohnes; unanimous yes vote.
- Resolution 2026-0087: Authorized disposal of assorted obsolete county equipment via online auction in accordance with Ohio Revised Code §307.12(E). Motion moved by Patterson, seconded by Lohnes; unanimous yes vote.
- Resolution 2026-0088: Approved issuance of warrants for then-and-now purchases across several departments and vendors, citing year-end timing and invoicing reasons. Motion moved by Patterson, seconded by Lohnes; unanimous yes vote.
- Resolution 2026-0090: Commissioner Patterson moved to adjourn; Lohnes seconded and the board voted to adjourn unanimously.
Resolution 2026-0077 was pulled from the agenda and not considered. The board also entered two executive sessions—one on security matters (attendees included commissioners, county administrator, chief legal counsel, EMA director, sheriff and others) and one on compensation of county employees (attended by the three commissioners); no substantive actions from those executive sessions were reported in public session.
