County authorizes TouchSource kiosk purchase, internet surplus auctions and cooperative purchasing participation

Clark County Commissioners authorized several administrative and procurement measures during their Jan. 7 meeting, including a touchscreen kiosk purchase and approvals intended to modernize county operations.

The board approved a contract with TouchSource LLC for a 55‑inch indoor touchscreen kiosk (Telluride model) with software, installation and a 12‑month subscription for $19,422.88 to support the county’s wayfinding project at the Springview Government Center. County Administrator Jennifer Hutchinson said the kiosk will allow the county to display meetings, schedules and departmental locations; she estimated ongoing software subscription costs at about $1,800 per year.

Separately, the board authorized county departments to use internet‑based auction platforms (GovDeals, PropertyRoom.com or similar) to dispose of surplus equipment for 2026, subject to Ohio Revised Code requirements on auction periods and notice. The board also authorized Clark County offices to participate in State of Ohio and ODOT cooperative purchasing programs for 2026–2027, enabling departments to use ODOT contracts to buy machinery, materials and supplies directly.

Why it matters: The efforts are intended to improve public access to information (wayfinding kiosk), streamline asset disposal, and leverage state procurement contracts to gain pricing efficiencies. Commissioners discussed ongoing costs and the need for staff to keep kiosk information current.

What happens next: The County Administrator is authorized to execute the TouchSource contract and related purchase orders; departments wishing to use internet auction platforms must comply with ORC auction rules. Participation in cooperative purchasing is effective for the 2026–2027 program years.
