Belmont County leases Neffs green-space parcels to club and private tenants for $1 a year

The Belmont County Board of Commissioners on April 1 authorized two land use agreements leasing multiple parcels in Neffs to the Neffs Rod and Gun Club and to Chad and Lisa Smalley. Both agreements set rent at one dollar per year for an initial term through Dec. 31, 2026, with automatic annual renewal unless terminated by either party on 30 days dvance written notice.
Both leases limit use to open space, recreational or floodplain-compatible activities consistent with the National Mobile Home Grant Program (NMGP) open-space rules cited in the agreements. Tenants must maintain property upkeep (mowing, snow removal), carry liability insurance naming the Belmont County Commissioners as an additional insured with a minimum $1,000,000 single-limit liability, and indemnify the county for losses except as waived in the mutual waiver clause.
The leases explicitly preserve the county—s mining, mineral, gas and oil surface and land rights and prohibit commercial uses and construction of structures without county approval and coordination with the County Floodplain Coordinator. The Neffs Rod and Gun Club agreement covers multiple parcel numbers and requires compliance with 44 CFR 80.19 open-space and floodplain management rules.
Commissioners approved both agreements by unanimous roll call. Signatories included Commission President Jerry Echemann for the county and Billy Marinacci for the club; the Smalley agreement was executed by Jerry Echemann and tenants Chad and Lisa Smalley.
