Belmont County signs off on West End Force Main completion payment and opens bids for Pennwood lift station

Belmont County commissioners approved a certificate of substantial completion for Ohio-West Virginia Excavating Co. for the West End Force Main Improvements and authorized final payment. The certificate, recommended by Kelly Porter, director of the Belmont County Water & Sewer District, lists a substantial completion date of July 1, 2025. Commissioners also approved Pay Request No. 7 (final) in the amount of $52,147.97 for work through March 10, 2026; the motions passed on roll call.
Separately, the board opened bids for the Pennwood Lift Station and Force Main Project at 11:00 a.m. Bids submitted included Border Patrol, LLC ($569,797), James White Construction ($690,736), RDR Utility Services Group ($914,900), and Ohio-West Virginia Excavating ($675,068). The engineer’s estimate was $593,120. The commissioners turned the bids over to Kelly Porter for review and recommendation.
Porter described the Pennwood project as a replacement for a package plant built in the 1970s and said a lift station is a better long-term solution. “This is replacing a package plant built in the 1970’s. The lift station is a better option long-term,” Porter said. The board did not award the contract at the meeting; staff will review bids and return with a recommendation.
