Belmont County advances water and sewer work: Pennwood bids advertised, engineering contracts and change order approved

Belmont County Commissioners on Feb. 25 authorized several actions to advance water and sewer infrastructure projects: formally advertising bids for the Pennwood Lift Station and Force Main project, approving engineering agreements for multiple water main upgrades, and approving a change order that increases an Eastside Lift Stations contract by $99,539.
The board authorized advertisement for bids for the Pennwood project, describing the scope as about 3,340 linear feet of 6‑inch HDPE force main to be installed by open trench, a submersible duplex pump lift station, valve vault and related appurtenances. Bids are due by 11:00 a.m. March 18, 2026. The notice includes domestic steel requirements under Ohio Revised Code Section 153.011 and Davis‑Bacon wage rules.
Separately, the board approved a Vaughn, Coast & Vaughn engineering services agreement for the Blaine Booster Station & Water Main, Summit Avenue and Sand Hill projects for a lump sum fee of $65,000 to be paid from WWS Capital Improvement N‑22 funds. The board also approved a Vaughn, Coast & Vaughn agreement for design and bidding on the Pennwood Lift Station and Force Main project for a $40,000 lump sum fee to be paid from SSD Capital Improvement N‑14 funds.
Kelly Porter, Belmont County Water and Sewer District Director, described the Blaine Booster Station and water main upgrades as a remedy for pressure issues in the '647 area' and said the Summit Avenue and Sand Hill lines will be replaced. On Pennwood, Porter said the existing package plant dates to the 1970s and has outlived its usefulness; he reported an engineer's estimate of $550,000 for a new lift station and stated that "after the lift station is installed an operator of record will not be needed."
The board also approved Change Order No. 2 from Border Patrol, LLC, for the Eastside Lift Stations Improvement Project, adding $99,539 to replace roughly 1,300 feet of force main at the Days Inn Lift Station. The change order will be paid with ARPA funds and/or Capital Improvement funds, and updates the contract total to $1,497,779. The motions passed on unanimous roll calls.
Next steps: bidders will prepare proposals for Pennwood by March 18, engineering work will proceed under the approved agreements, and the Eastside change order work will be funded as noted. Project schedules and contractor start dates were not specified during the meeting.
