Belmont County Water & Sewer District to tap St. Clairsville water main at Commons Mall Crossing

The Belmont County Board of Commissioners on April 1 approved an agreement between the Belmont County Water & Sewer District and the City of St. Clairsville for a 6-inch connection to the city—ight-inch waterline at Commons Mall Crossing.
Under the contract, the City will install the connection and retain ownership, operation and maintenance responsibilities up to and including the water meter and meter pit. The District will own and maintain facilities beyond the meter pit and will pay the City at the City pproved prevailing rates for regular customers. The agreement allows periodic checks of the master meter and provides a failsafe method to estimate usage if the meter fails to register.
The contract may be terminated by mutual agreement of the parties. County officials noted the work will comply with applicable standards and be completed in a workmanlike manner. The document was executed by county and city officials and approved by the commissioners in a unanimous roll-call vote.
