Belmont County commissioners approve routine transfers, contracts and personnel actions

The Board of Commissioners of Belmont County, Ohio, met March 11 and approved a slate of routine financial and administrative actions, including payment of certified bills totaling $1,052,600.41 and several transfers to cover March insurance chargebacks.
Commissioner Jerry Echemann moved and Commissioner Vince Gianangeli seconded approval of the bills and the chargeback transfers; Commissioners Echemann, Gianangeli and J. P. Dutton voted yes on the roll calls. The board also approved an additional appropriation of $216,943.79 into the N91 Building Construction Fund.
The meeting recorded a series of procurement approvals: acceptance of an $11,093 proposal from H. E. Neumann Company to replace HVAC system #3 serving the county 911 server room; a $900 annual preventative maintenance agreement with The Tower Clock Company to service the courthouse clock tower; and a $1,475 purchase of four Pro-Vision Bluetooth event-triggering devices that will activate sheriff deputies’ body cameras when cruiser lights are engaged. Commissioners approved purchase of a $37,930 hot-shot box to outfit a Senior Services delivery truck on recommendation of Executive Director Lisa Kazmirski.
The board advised the Ohio Division of Liquor Control that it will not request a hearing and had no objection to transferring a D1/D2/D3 liquor permit (Permit No. 10011156-1) at 50725 Ohio Valley Place in St. Clairsville to Lancaster Wings East, LLC (doing business as Buffalo Wild Wings).
Several personnel items were finalized after an executive session under O.R.C. 121.22(G)(1). Commissioners approved unpaid leave for Nicolle Bloom, full-time Deputy Clerk at the Western Divisional Court (March 12–18, 2026) and approved the termination of Amber Davis, full-time Assistant Dog Warden at the Belmont County Animal Shelter, effective March 11, 2026.
Other routine approvals included acknowledgement of the Treasurer’s interest report and the Auditor’s monthly financial report for February 2026, and travel authorizations for multiple county employees to attend conferences and training. The board adjourned at 12:14 p.m.
