The Belmont County Board of Commissioners on Feb. 18 approved a slate of operational and personnel actions.
Personnel: The board approved hiring Heston Shaver as a full‑time Wastewater Plant Operator in Training at the Belmont County Water and Sewer District and Mary Schramm as a part‑time Center Assistant at Senior Services of Belmont County, both effective Feb. 23, 2026. Commissioners accepted the retirements of Donna Cottage and Colleen Ivan, full‑time clerk and deputy clerk at the Northern Division Court, both effective April 30, 2026.
Vehicle purchase and property: The board approved purchase of one 2026 RMA ProMaster 3500 van from Thomas Auto Center for $53,793.00 for the Belmont County Animal Shelter. Commissioners also approved a Satisfaction of Mortgage by Separate Instrument for Jackelyn Nicole Hibbitts relating to a mortgage deed recorded Feb. 23, 2017 (Mortgage Volume 669, pages 233–235), based on a recommendation by Natalie Hamilton of Belomar Regional Council.
Bids and procurement: Bids were opened at 11:00 a.m. for the Sargus Juvenile Detention Center HVAC upgrade project; a bid from H. E. Nuemann for $218,992 was read. The board turned all received bids over to Sargus Executive Director D. J. Watson for review and recommendation.
Executive session and termination: The board entered executive session under ORC 121.22(G)(1) at 11:20 a.m. to consider personnel matters with HR Manager Hannah Warrington and exited at 11:27 a.m. Following that session, the board approved termination of Caleb Garrett, full‑time Assistant Dog Warden at the Belmont County Animal Shelter, effective Feb. 15, 2026.
All motions recorded in these matters carried on unanimous roll calls by the commissioners.
Next steps: hires will be processed through human resources, the van purchase will be executed by the purchasing process, and procurement bids will be reviewed by Sargus leadership for recommendation to the board.
