Carroll County commissioners adopt sewer design resolution, approve routine appropriations and personnel raises

On March 26, 2026, the Carroll County Board of Commissioners unanimously adopted Resolution 2026-17 to seek Ohio Water Development Authority financing for design of a lift station replacement in the Lake Mohawk/Malvern sanitary sewer system and approved routine motions including appropriations, payments, permits, appointments and two $1-per-hour employee raises.
The Carroll County Board of Commissioners on March 26 unanimously adopted Resolution No. 2026-17 authorizing the board president to apply for, accept and enter into a cooperative agreement with the Ohio Water Development Authority (OWDA) to finance design of a lift station replacement and upgrades for the Lake Mohawk sanitary sewer system serving Malvern. The resolution also declared an emergency so design work could proceed promptly, and the roll-call vote was recorded as yes by President Christopher R. Modranski, Vice President Robert E. Wirkner and Commissioner Donald E. Leggett II.
The resolution states the county will execute a Cooperative Agreement for State Planning Project substantially in the form attached as an exhibit and cites the need to protect public health by addressing failing wastewater infrastructure. The board recorded that formal actions were taken in open session in compliance with Section 121.22 of the Ohio Revised Code.
In addition to the sewer resolution, the board approved a set of routine administrative motions by unanimous vote: approval of the March 23 meeting minutes and electronic recording; an appropriation of $10,000 from fund 20727 for contractual services tied to a Power Broadband Grant; authorization for payment of bills and payment of specific invoices without prior purchase-order certification under Revised Code 5705.41; a right-of-way permit for a driveway on Branch Road (CR 35) in Loudon Township; and a bid notice for the Carroll County 2026 Resurfacing Project H-1-2026 with bids to be opened April 20, 2026.
The board also approved several appointments and reappointments: Aneissa Randal to the Carroll County Library Board (term through Dec. 31, 2029); Angela Pavlik to the Eastern Ohio Child Abuse and Child Neglect Regional Prevention Council (March 27, 2026–March 27, 2028); and reappointments of Christopher R. Modranski and Corinna Gromley to the HARCATUS governing board. The board voted to send the County Commissioners Association of Ohio Workers’ Compensation Group Retrospective Rating Plan Agreement to the county prosecutor for review of form and function.
On personnel actions, the board approved $1-per-hour pay increases for two employees who completed six-month probationary periods: Merle Long (Dog Warden), who had been promoted Sept. 11, 2025 with an initial rate of $19 per hour and the $1 increase authorized at the meeting; and Lynda Wickline (Economic Development/Regional Planning Director), who was hired Sept. 18, 2025 at $23 per hour and received the authorized $1 increase. Commissioners discussed performance and expectations before each raise was approved.
No votes failed or were tabled during the session. The board entered executive session under ORC 121.22(G)(1) to consider the compensation of a public employee and reconvened with no action reported. The meeting adjourned at 10:14 a.m.
