Belmont County approves release from RUMA for Ohio Gathering and new roadway agreement with Blue Racer Midstream

The Belmont County Board of Commissioners on Feb. 18 approved two roadway‑use actions tied to pipeline activity.
On recommendation of County Engineer Terry Lively, the board signed a letter releasing Ohio Gathering Company from a Road Use Maintenance Agreement dated Oct. 30, 2019. The release covers 1.60 miles of County Road 6 (Sharon Road) and 1.10 miles of County Road 14 (Farmington Road); the minutes state the company no longer needs to use the roadway and that inspections found the roads in acceptable condition.
The board also approved entering a Roadway Use Maintenance Agreement with Blue Racer Midstream, LLC effective Feb. 18, 2026, for pipeline activity associated with the Withey Well Connect on 1.41 miles of County Road 120 (Douglas Road). The minutes note a county‑wide bond (No. 238281) for $2,000,000 is on file in connection with the agreement.
Both motions passed on unanimous roll calls by the three commissioners.
Next steps: the county will proceed with notifications and maintain the bond and inspection records as part of standard RUMA implementation.
