Belmont County commissioners approve vouchers, transfers and multiple appropriations

The Belmont County Board of Commissioners on April 22 voted unanimously to approve payment of certified bills and multiple intra-county fund transfers and appropriations.
Commission President Jerry Echemann moved and Commissioners Vince Gianangeli and J. P. Dutton voted to approve bills certified in the Auditor’s office totaling $869,457.76. Separately, the board approved transfers totaling $3,300,000: $300,000 from County Auto License and $3,000,000 from the Gasoline Tax into a Motor Vehicle and Gasoline Tax transfer account.
The board also approved a series of additional appropriations, certified April 21, 2026, covering General Fund line items (medical, false alarm, dive team and warrant fee), Soil Conservation salaries and expenses, County Auto License and Gasoline Tax ledger adjustments, the jail commissary, Oakview juvenile rehabilitation salaries and operations, several grant-funded program lines, the sheriff’s reserve account and a wellness grant fund.
Why it matters: these actions allocate operating and capital resources across county departments, enable immediate expenditures such as juvenile rehabilitation staffing and equipment funding, and maintain cash flow for transportation-related projects funded from motor vehicle and gasoline tax accounts.
All motions passed by roll call vote 3-0. No further discussion on the appropriations was recorded in the minutes.
