Granite Falls council approves $1.82 million LID retrofit, adopts budget amendment and city asset policy

Councilmember Steven Glenn moved and Councilmember Tom FitzGerald seconded the motion to award the Kentucky and Indiana Avenue LID retrofit project to Earthwork Solutions LLC as the lowest responsive bidder for a total of $1,815,088.39 (including sales tax). Before the vote, Councilmember Bruce Straughn disclosed that he has performed and completed past work for Earthwork Solutions, said he inspects some of the company's work and submits as-builts to the Health Department, and stated that after consulting City Manager Jeff Balentine and City Attorney Thomas Graafstra he did not believe the prior work constituted a disqualifying conflict; he participated in the vote. The motion passed unanimously.
Also on the consented action list, the council unanimously adopted Ordinance No. 1075-2026 amending the 2026 budget (which adjusts revenue estimates and appropriations listed in Exhibit A) and approved Resolution 2026-07 adopting a City Asset Management Policy for managing, tracking and safeguarding city assets. Earlier in the meeting the council approved the consent agenda (AB 063-2026, AB 064-2026 and AB 065-2026), which included approval of minutes, claims checks totaling $323,721.16 and payroll/EFTs totaling $186,764.76.
