Commissioners send USDA grant bids to review committee, appoint temporary elected official

Grant administrator Norma Salas told the court the county received two qualifications-based submittals for the USDA Rural Business Development grant project at the Jim Wells County Resource Center (McCam GeoTech & CMT from Ingleside; International Consulting Engineers from Corpus Christi). Salas said the submissions will be evaluated and scored by the appointed county committee.
Committee membership raised a procedural issue after an elected member reported a medical absence; commissioners discussed whether the USDA rules require an elected official on the committee and whether to allow the remaining panel to proceed. The court voted to accept the materials, direct the committee to evaluate qualifications, and named Dominguez as a temporary elected official to substitute for the absent member so the committee can meet and score the proposals.
