Consultants say Cigna switch and level-funded plan cut Glades district health costs by roughly $232,000

Tiffany Hill of brokerage Brown & Brown told the Glades County School Board that market competition produced a Cigna proposal that reduced the district's projected health-plan rates by about 10%, which she said "equates to approximately $232,000 in savings." Hill said the proposal also included a $25,000 engagement/wellness fund, a $10,000 technology fund and an explicit second-year rate cap offered by Cigna.
Christina Hicks, the consultancy's senior employee benefits financial consultant, reviewed the district's CAP report and financial snapshots, saying enrollment fell from roughly 221 average employees per month in 2025 to about 197, which lowered total plan costs but that per-member metrics also improved. "From 2025 through the first few months of 2026, there is about a 17% decrease per person in medical spend, a 24% decrease in pharmacy spend," Hicks said, adding that the plan is currently performing below budgeted premium equivalents and that there have been no high-cost claimants so far.
Hill explained why the first year of a level-funded arrangement can look higher: the insurer requires terminal funding to cover run-out claims if the district were to change carriers, and that initial caps and funding needs can raise the year-one renewal. "The terminal funds are gonna cover that," she said. She noted Hill negotiated an initial 14% cap down toward 11% for year two as part of the offer and described the level-funded model as a middle ground between fully insured and self-insured approaches, offering more transparency and the possibility of sharing surplus.
Both consultants flagged specialty pharmacy categories and newer high-cost therapies as drivers that underwrite trend assumptions. Hicks pointed specifically to immunosuppressive specialty drugs for rheumatoid arthritis, psoriasis and Crohn's as a concentration where biosimilars could reduce cost, and she said Cigna's formulary and level-funded guardrails would help manage GLP-1 prescribing and related spending. "With your GLP-1 spend as a level funded group, you'll have the guardrails in place that Cigna has in place for level funded groups," Hicks said.
Consultants promised quarterly financial reports, ongoing monitoring and on-site engagement events to use the district's wellness funds (for example, musculoskeletal programs, concierge pharmacy assistance and women's health outreach). Hill said her team will market renewal options ahead of September deadlines and provide regular updates to the superintendent and HR.
The presentation concluded with board members asking for timelines and communications to employees; consultants said they will return with materials and direct assistance for staff who need enrollment or benefit-portal support.
Next procedural step: consultants will prepare renewal marketing materials and the district expects to evaluate carrier quotes in September ahead of the next renewal cycle.
