Denton County Development District No. 4 accepts FY2025 audit and approves consent agenda

The Board of Directors of Denton County Development District No. 4 accepted the district’s external audit for the fiscal year ended Sept. 30, 2025, and approved the consent agenda at its Jan. 12, 2026 meeting.
Josh Rambo, representing McCall Gibson Swedlund Barfoot PLLC, presented the audit via telephone and reviewed the report, which was recorded in the minutes as resulting in a clean opinion. President Brandi Bird requested removal of a reference to a tax assessor/collector from the draft Management Letter; Mr. Rambo agreed to that change. After discussion, Director Lori Traylor moved that the Board accept the audit and complete and return the board-representation management audit letter; President Brandi Bird seconded and the motion carried unanimously. The Board authorized filing the audit with the Texas Commission on Environmental Quality (TCEQ).
The Board also approved the Consent Agenda, which included minutes from the Board’s Oct. 6, 2025 regular meeting and payment of bills. President Bird moved approval of the Consent Agenda; Director Traylor seconded and the motion carried unanimously.
According to the minutes, Director Robert Phillips was recorded as absent; the minutes do not record an individual roll-call vote tally beyond the notation that motions carried unanimously. The Board certified the record of proceedings and adjourned at 1:02 p.m.
