Hancock County commissioners approve multiple transfers, discuss landfill issues and hold executive session

At their April 16 meeting the Hancock County Board of Commissioners approved minutes, payroll and several fund transfers and advances, discussed a Norfolk Southern agreement and a landfill pond overflow, and met in executive session on potential real estate acquisition with no action taken.
The Hancock County Board of Commissioners convened April 16 with Commissioners Jeffrey Hunker, Timothy Bechtol and William Bateson present. The board unanimously approved minutes of the April 14 meeting, two warrant journals and payroll for county staff and JFS. William Bateson moved the motions and Timothy Bechtol seconded; motions passed 3-0.
The Assistant Clerk, Christine Carrigan, presented multiple resolutions transferring or advancing funds between county accounts. Resolutions approved included: Resolution #244-26 (transfer from the Housing Trust Fund to the General Fund, $748.72); Resolution #245-26 (repayment of advances from the Ditch Maintenance Fund #2004 to the General Fund #1001, $84,214.19); Resolution #246-26 (advance of funds from the General Fund #1001 to Ditch Maintenance Fund #2004, $11,016.67); Resolution #247-26 (internal transfer in the General Fund for Data Center, $1,000.00); Resolution #248-26 (transfer within the Sanitary Landfill Fund #5042, $20,000.00); Resolution #249-26 (repayment of advances from the Special Improvement Fund #4005 to the General Fund #1001, $108,204.99); and Resolution #250-26 (advance from the General Fund #1001 to the Special Improvement Ditch Fund #4005, $151,004.40). Each motion passed by a 3-0 vote.
Steve Wilson told the board the fully executed work agreement from Norfolk Southern had been received and said he planned to speak with Norfolk Southern about a tentative bidding schedule. Wilson said his staff would also discuss increases to some landfill fees with a county colleague. Commissioner Timothy Bechtol raised a complaint from a neighbor that the landfill pond had overflowed onto adjacent property following about four inches of recent rain; Wilson said the overflow was due to the rainfall.
At 9:55 a.m. the board entered executive session to discuss potential real estate acquisition; roll call recorded yes votes from Hunker, Bechtol and Bateson. The board exited executive session at 10:00 a.m. and took no formal action.
Later in the morning the commissioners hosted bid openings for the PY24 Demolition and associated asbestos-abatement programs (see separate coverage). The board also received routine reports of staff and committee attendance. No contracts or property acquisitions were approved during the meeting.
Next steps: county staff will follow up on procurement tabulation and contractor award recommendations, and staff will investigate the landfill pond overflow and any related remediation or fees.
