Hancock County opens bids for PY24 demolition and asbestos abatement; lowest offers well below estimates

Hancock County officials opened and recorded bids April 16 for two linked projects under the PY24 Building Demolition and Site Revitalization Program.
Assistant Clerk Christine Carrigan presided over the public bid openings, which were submitted through the Bid Express portal. For the PY24 Demolition Group 2 solicitation three bids were received: Big Iron Construction LLC ($59,665.00), Advanced Excavating & Demolition ($125,760.00) and ALL Excavating & Demolition ($129,000.00). The solicitation lists nine properties to be demolished, a county estimate of $133,000 and a final project completion date of June 30, 2026.
At 11:20 a.m. the county opened bids for asbestos abatement at seven properties tied to the same program. Three bids were received: H&H Environmental ($27,650.00), Total Environmental Services, LLC ($29,205.00) and Midwest Environmental Control, Inc. ($29,400.00). The asbestos solicitation shows an estimated cost of $65,000 and a planned completion date of May 31, 2026. Both solicitations note that the work is funded through the Ohio Department of Development Building Demolition & Site Revitalization Program and that State of Ohio prevailing wage rates apply.
The bids will be reviewed and a contract or contracts will be awarded later; county minutes state that all required bid documents were submitted and will be taken into consideration. The solicitation documents require awardees to attend a pre-demolition meeting on site with property-owner representatives and to include final post-demolition grading and seeding in the lump-sum price.
Funding for the demolition and abatement work is identified in the solicitation as coming through the Ohio Department of Development program; exact award decisions, contract amounts and contractor start dates were not specified in the meeting minutes.
Next steps: county staff will tabulate and verify the bid packages and return to the commissioners with a recommendation for award. No contracts were awarded at the April 16 meeting.
