ADAMHS leader Precia Stuby to retire; commissioners discuss appointments and temporary space

At 11:30 a.m. Feb. 19 the Hancock County commissioners met with Precia Stuby and ADAMHS representatives to review board business and transitions.
Stuby said she is grateful for use of the former Probate building while ADAMHS completes renovations and expects renovations to finish in mid-May, with occupancy of the Probate building ending in June 2026. She discussed upcoming board appointments and a vacancy needing a mental-health-focused appointee; the Governance Committee and retired Judge Joseph Niemeyer are assisting with candidate searches for a director to replace Stuby. The minutes record that Jennifer Swartzlander was named interim director at the most recent ADAMHS board meeting.
Commissioners and staff discussed responsibilities for the proposed short-term memorandum of understanding for the juvenile court building occupancy, noting ADAMHS would be responsible for utilities and internet access and that Phil Johnson drafted the MOU for signature once finalized. Commissioners thanked Stuby for her service and wished her well in retirement.
The meeting packet included an ADAMHS meeting report from Sept. 25, 2025, and attendance records updated Feb. 2026 for FY26 board member participation.
